Claim permissions for ME Terminal and ChestShops

The ME Wireless Terminal now respects land claims. Remote access requires the same permission as clicking the controller barrel directly.

• Checked when linking the terminal to a controller
• Checked when opening the network remotely and when opening the input Shulker Box
• Checked on every click inside the controller menu, so an already open menu can no longer be used either
• Checked when the chat search reopens the menu and when Shulker Box input is processed
• Staff members who ignore claims are unaffected

Previously any player could link to a controller inside a foreign claim and open the network, withdraw items and use the input Shulker Box — even without any trust in that claim.

ChestShops inside other players' claims can be used again — buying and selling now works for everyone.

• Shops are public on purpose — no trust in the claim is required to trade
• The redundant "land is claimed" warning no longer appears when using a shop
• The chest and the sign itself stay protected as before

The claim protection cancelled the interaction with the shop sign before the shop logic ever ran, so nothing happened when clicking the sign.

A single right-click on a shop sign can no longer trigger two transactions.

The off-hand could fire the shop a second time for the same click.
